The strongest movie connection is Scream (1996).
The Reaper evokes the masked slasher tradition represented by Ghostface, while the horror-convention setting pushes the scenario firmly into Scream's favorite territory: horror stories populated by people who already know the rules of horror stories.
That self-awareness is the key connection. Scream didn't merely feature another masked murderer—it played with decades of slasher conventions while its characters discussed those same conventions.
There are also shades of later meta-horror and convention-centered slashers, but Scream is unquestionably the clearest touchstone.
And putting a masked killer loose inside a horror convention creates an especially nasty problem: when half the people around you are already wearing costumes, spotting the actual murderer becomes considerably more complicated.
